The Naruto fans are not only confused whether who the real leader of the Akatsuki is, but they are also confused whether the one whom Pein (the acting leader of the Akatsuki) meet is Tobi.
Tobi’s face is shown below-left while the highest rank in the Akatsuki organization is shown on the image below-right.
The only difference with them is that Tobi’s hair is exposed while that of the real leader of the Akatsuki is covered. They both wear masks that expose only their right eye.
However, I am not convinced that Tobi and the real leader of the Akatsuki are one because during the conversation of the Akatsuki members, they said that Tobi died along with Diedara and that Tobi’s power is not really that strong.
And one thing to note is, Itachi didn’t notice a Sharingan eye of Tobi. Remember that Sharingan eyes are more red color than the normal eyes and the eyes has dots near its lens. The number of dots signifies its Sharingan level.
But we can’t be sure of it until the episode that will reveal the Sharingan leader’s true identity.

Tobi isn’t leader! The real Akatsuki leader has the Rinnegan eye, and only Pain has that. Most of you don’t seem to even know, but the Rinnegan’s power enables the user to utilize any ninja ability. This shows that it is even more powerful than MS of Tobi. A slight possibility that he is more powerful than Pain somehow, but fact remains: Pain is the leader. Tobi just helps him. And yes, Madara Uchiha is Tobi. He just uses the Tobi persona to cover himself up, as stated in the Founding of Konoha arc when Akatsuki was founded by him. One unconfirmed possibility that Tobi/Madara may be possessing Obito’s body can explain why Madara is immortal. Btw, wasn’t the Tobi that was said to have died with Deidara revealed to be fake?

the story of tobi has many twist..
uchiha madara is the leader of uchiha clan and as he says he refuse to die..
so i think the body of obito is possessed by madara
as far as i know.. madara obtained the real power of sharingan..
i think tobi has the potential to be the akatsuki leader but pein has the rinnegan..
rinnegan is the most powerful eye.
the ninja that trained pein is jiraiya…

Hahaha- u guys r nutz… I know that tobi is Kakashi’s old friend. This just in, get your F*&#)$* facts straight. Also, Pien is somewhat the leader in the fact that there is more than one leader. Tobi is the real… not to be a smartazz but “man behind the mask” whereas Pein is a figurehead, like in politics, who keeps one group together and leads them. He still has advisors and so forth. You can tell this by that guy that Naruto blew up with the wind rasengan- how he controlled all the funds. This, I think, symbolises democracy in the Akatsuki??!!! WOW!?!

I think tobi is Obito…….you guys can see he was crying when he thought deidara died because of his own bomb….just like obito did….but,if he was really uchiha obito, how could he survive after the incident? and who saved him????????

all I know is that the akatsuki leader has the rinnegan he is not related to naruto at all if he was naruto would have the rinnegan as well but he doesnt tobi is kakashi`s old teamate pein is not the leader of the akatsuki its……………………..
